In the context of a public contract, a framework agreement is an agreement between one or more undertakings or organisations `the purpose of which is to lay down the conditions for the award of contracts during a given period, in particular as regards the price and, where appropriate, the quantity envisaged`. [1] In international law, such an agreement between countries or groups may recognize that they cannot reach full agreement on all issues, but are prepared to recall a structure by which certain disagreements can be resolved.
